Position Responsibilities:

POSITION SUMMARY

The Vice President of Business Expansion and Marketing will provide strategic planning, coordination and operational leadership for the project management and implementation of business/service expansion, marketing programs and commercial and Medicaid insurance contracting, to expand and increase new services, patient census revenues, and overall use of PPSLR medical, surgical, and education services. Will coordinate agency-wide planning and implementation of all new services, and expand new services and business opportunities such as private insurance/managed care contracts, and increased use of technology and on line services. This role is critical in executing the strategic business objectives and functions of the affiliate consistent with PPSLR’s mission, values, goals, and objectives.

Works closely with all other Vice Presidents, supervisors and staff to create affiliate wide marketing plan to market full range of PPSLR medical, surgical, and education services to insurance and managed care companies, providers, referral sources, family planning and social service agencies, businesses near PPSLR centers and other regional Planned Parenthood affiliates. Structures strategic and coordinated external and internal marketing efforts utilizing other staff and volunteers as available, and provides internal support. This position requires excellent computer, writing and verbal communication skills that will require sitting at a desk for extended periods, excellent telephone and written communication skills. Oral presentation skills required. Requires standing for periods of time in excess of one hour. Requires reliable, time-efficient transportation within the bi-state region.

PRIMARY DUTIES PERFORMED

  • Coordinate the development and implementation of the medical services’ long range and annual business plans. Lead in securing private and Medicaid insurance contracts and structuring systems for staff training implementation and monitoring. Be the liaison with the private insurance companies and state DHSS regarding contracting, review of contracts and marketing of contracts.
  • Work closely and collaboratively with Vice President of Patient Services and supervisory staff and with Vice President of Development and Communications and staff to identify, evaluate, and lead the implementation of new affiliate services, marketing plans and the creation of strategic partnerships to support and expand patient census and revenues.
  • Lead an organization-wide marketing planning process that builds on the current plan and drives growth. Markets PPSLR medical, surgical, and education services to insurance and managed care companies, personnel, physician offices, local and regional hospitals, social services, youth serving and family planning agencies, local FQHCs, Title X agencies, PP affiliates and others.
  • Work closely and collaboratively with Vice President of Finance and Operations to implement a technology strategy that supports business expansion and operational objectives, including selection of conversion to new practice management and EMR systems.
  • Leads efforts in affiliate planning to prepare for health care reform, contracting with new insurance plans in state exchanges and in possible integration of data with local and staff health information organizations
  • Identify key business expansion, patient census and marketing metrics for affiliate performance to be reported to CEO and Board.
  • Manage the development, maintenance and expansion of alliances and partnerships with other organizations including Planned Parenthood affiliates, community health care providers, health systems, commercial payors, government agencies and related community service organizations to leverage PPSLR’s services and business expansion.
  • Assist with the planning, implementation, and evaluation of the affiliate medical services to maximize reimbursement, cost-effectiveness and customer service.
  • Leads efforts to ensure effective communication within PPSLR of new initiatives by acting as project manager, spokesperson and advocate for projects, timelines, goals and objectives.
  • Develop, in consultation with managers, project/program business plans including program narratives, timelines and schedules, program goals, and work with Vice President of Patient Services, Vice President of Finance and Operations and other supervisors, as appropriate, to develop revenue/expense budgets for new initiatives. Ensure the plans relate to strategic plan and annual budgets for the affiliate.
  • Represent PPSLR as needed or requested by CEO at meetings, community events and fundraising activities.
  • Assists in researching the needs, perceptions, preferences and satisfaction of clients through such tools as surveys, focus groups, contractual feedback. Coordinates follow up with agency staff.
  • Cognizant and compliant with PPSLR policies and procedures.
  • Protects PPSLR and its assets from liability.
  • Protects confidentiality of PPSLR clients, staff, volunteers, donors, Board and all other areas of operation.
  • Follows HIPAA privacy and security guidelines.
  • Actively participates in affiliate committees as directed.

SUPERVISORY RESPONSIBILITIES

Supervise part time Marketing Assistant. Works closely and collaboratively with all other Vice Presidents and their staff.



Qualifications:

  • Baccalaureate degree required; master degree preferred.
  • Previous project management experience required.
  • A minimum of three years of insurance contracting required.
  • A minimum of three years of supervisory or management experience required.
  • Knowledge of metropolitan St. Louis region community health care providers and clinics and of local social service programs required.
  • Knowledge of state-wide and out of state payors and providers required.
  • Excellent English language proficiency - oral and written. Bi-lingual a plus.
  • Excellent interpersonal skills, including excellent oral and written communication; high energy; ability to work independently and on a team; strong organizational skills, self-directed and motivated, strong follow-through and determination, creativity, ability to do public speaking.
  • Current driver’s license, current insurance, own/have reliable transportation.
  • Commitment to Planned Parenthood mission, organizational values, goals, philosophy and the ability to articulate these to others.
  • Ability to visit referral sources and to physically carry materials and visual displays for service advertisement.
  • Ability to work some evenings and weekends as job requires.

LANGUAGE SKILLS

Ability to read, analyze, and interpret the most complex documents, including health care and insurance laws, regulations and contracts. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or Board of Directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts to develop key metrics for evaluation of business initiatives, to participate in cost analysis, to extrapolate patient satisfaction data. Ability to monitor and analyze budget and to prepare annual marketing budget.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to use, implement and communicate project management tools to develop objectives, timelines, responsibilities, tasks and metrics throughout PPSLR.
