Description of Organization: Advocates for Youth is dedicated to creating programs and promoting policies that help young people make informed and responsible decisions about their sexual health. Since 1980, Advocates has provided information, training, and advocacy to improve HIV, STD and pregnancy prevention programming for youth disproportionately impacted, including youth of color and LGBTQ youth.
Position Responsibilities: The Senior Program Manager will oversee Advocates’ cooperative agreement with CDC’s Division of Adolescent Health (DASH) to increase the capacity of targeted local education agencies (LEAs) and community-based partners to improve their programs, policies, systems and environments to meet the sexual health needs of Black and Latino young men who have sex with men (YMSM) ages 13 to19. The Senior Project Manager will: provide tailored, on-going technical assistance and training for a team of school and community-based partners at targeted LEAs; work to adapt and pilot test an HIV prevention evidence-based intervention as well as an HIV and/or STI prevention social marketing campaign; increase collaboration between schools and community-based partners for linkage and referral to HIV and STI testing and treatment and evidence-based interventions; and assess, develop, revise, and implement policies that impact provision of or access to HIV- and STI-related testing and treatment or HIV prevention intervention for YMSM ages 13 to 19.
The Senior Program Manager will allocate at least 80 percent of his/her time to this project. Responsibilities include:
- Assisting Division Director with strategic planning process, including the creation of an implementation plan.
- Adapting and field testing an evidence-based intervention for use with YMSM ages 13 to 19.
- Adapting and field testing a social marketing campaign for YMSM ages 13 to 19.
- Developing working relationships with CDC; state and local education agencies; national, state, and local GLBTQ organizations; sexual and reproductive health organizations; and minority organizations. Serving as a resource for partners.
- Cultivating new contacts and linkages to further Advocates’ mission and expand project effectiveness.
- Adapting, tailoring and providing TA and training regarding: use of adapted evidence-based intervention and social marketing campaign; promotion of a healthy school environment, including creation of safe spaces; health services linkages; cultural competence; youth adult partnerships, among other topics.
- Administering seed grants and obtaining/maintaining MOUs from project partners.
- Building the capacity of partners to mobilize stakeholders in support of GLBTQ youth, in particular young men who have sex with men.
- Mobilizing youth in support of GLBTQ youth needs.
- Developing print and on-line materials.
- Developing, coordinating and delivering webinars.
- Working with Division Director to conduct monitoring and evaluation.
- Assisting partners in data collection.
- Working with CDC/DASH to coordinate project activities with other CDC/DASH partners.
- Working with Division Director to formulate work plans, timelines, and activities designed to achieve program goals.
- Assisting to integrate GLBTQ issues with other Advocates’ projects.
- Other tasks as assigned.
The Senior Program Manager will allocate up to 20 percent of his/her time to the following:
- Developing and maintaining an “internet intervention” for GLBTQ youth and GLBTQ service providers.
- Recruiting, supervising, and training GLBTQ youth advocates.
Qualifications: Master’s Degree with five years of experience or Bachelor’s Degree with seven years of experience in adolescent reproductive and sexual health and/or HIV/STI prevention. Experience advocating for the needs of GLBTQ youth, in particular young men who have sex with men. Demonstrated experience working collaboratively with schools, youth leaders, national organizations, youth-service organizations, and community-based organizations, particularly minority organizations helpful. Excellent interpersonal, written and verbal communication, organizational, and management skills; candidate must be a team player. Candidate should also have demonstrated technical skills in use of evidence-based interventions and social marketing campaigns, training, program development, preparation of written materials, evaluation, and public speaking. Ability to balance multiple activities at once. Commitment to Advocates for Youth’s mission and goals. Able to travel.
