Senior Advisor, Global Community-based Family Planning

Position Responsibilities: Program Overview
Pathfinder is seeking a Senior Advisor on Global Community-based Family Planning for a USAID-funded “Advancing Partners and Community-based Family Planning Project” to be based in Washington D.C. This anticipated project will focus on building upon and expanding USAID’s previous successful efforts to address the family planning (FP) needs of marginalized and underserved populations through community-based family planning (CBFP) programs that support and advance global leadership on CBFP and build organizational and technical capacity of private voluntary organizations (PVOs) and emerging non-governmental organizations (NGOs) to implement CBFP programs. Key objectives of the Project include promoting CBFP globally, improving the policy environment, and strengthening PVOs/NGOs ability and capacity to design, implement, evaluate and scale up effective community health programs.
Please note – this position is contingent upon project award and funding. The anticipated length of this project is five years.
Position Purpose
The Senior Advisor will establish innovative partnerships and linkages with global and bilateral agencies, foundations, corporations and governments to strengthen quality CBRP service delivery under the anticipated Advancing Partners and Community-based Family Planning Project. S/he provides leadership and strategic program implementation for the use and scale-up of evidence-based CBFP service delivery interventions and best practices to be adopted and included in requisitions and other funding mechanisms. The Senior Advisor advocates for and fosters innovative partnerships and other alliances that support the Project at both the global and country levels. S/he will analyze, synthesize, and disseminate experiences from a range of activities, bilateral and other projects and countries to advance global learning about community-based family planning service delivery.
Key Responsibilities
- Partner with the Project Director and Deputy Project Director for Technical Programs to maintain USAID’s global leadership among key stakeholders and advocate for action on improved quality CBFP service delivery initiatives.
- Develop and execute global and local level partnerships, facilitating cooperation and linkages on shared priorities for the scale up of activities and programs developed under the Project.
- Liaise and coordinate with the USAID/Washington, missions, other USG agencies, and international and local partners, such as Bureau for Global Health, World Health Organization, International Federation of Gynecology and Obstetrics (FIGO), other donors playing a highly proactive role in repositioning family planning as a preventive health and a socioeconomic development intervention as well as sharing lessons and technical information and applying lessons learned from research and evidence-based best practices.
- Strengthen CBFP service delivery through the use and scale-up of CBFP best practices and share innovations, high impact interventions, and technical expertise across multiple GHI and BEST priority countries.
- Create a common platform to collaboratively scale up effective CBFP practices; to support the documentation of learning about gender-equitable best practices in selected countries; and to enhance sharing of information, resources and tools.
- Lead strategic planning activities for global advocacy and information dissemination among collaborating stakeholders; provide technical support to work plan implementation.
- Collaborate with the Deputy Project Director for Technical Programs in providing strategic technical leadership and expertise on the implementation of high quality FP/RH and community-based services at community levels.
- Support the Deputy Project Director for Technical Programs and the technical team in building on existing tools and leading the development of innovative, effective, country-appropriate approaches to ensure the efficiency, acceptability and impact of FP/RH services at the community level. Make certain that best practices for services and services integration are well documented, evaluated and poised for scale-up.
- Stay abreast of new technical developments and serve as a technical resource for technical staff, local government, USAID mission offices and stakeholders as needed.
- Represent the Project to external organizations and audiences at key professional meetings and conferences as assigned.
- In collaboration with the Project Director and other Senior Advisors will lead the establishment and oversee an effective cost share strategy to support the program goals of the Project.
Qualifications: Basic Requirements
- Master’s Degree in public health, political sciences, social sciences, international development or related field.
- At least 8 years of senior-level experience in a similar advocacy, representation, or management role interacting, influencing, and negotiating with senior-level officials and counterparts at the national, international and community level.
- Demonstrated technical leadership experience in CBFP (including community-based access to injectables), particularly as it relates to program design and implementation, advocacy efforts, and analysis of needs and gaps.
- Demonstrated knowledge of evidence-based interventions to strengthen community-based FP/RH Services and national models that use CHWs as an extension of the formal health system.
- Experience working with community health and FP programs implemented by both the public and private sectors.
- Proven ability to create and maintain effective working relationships with host country national and local level government officials, donors, stakeholders, INGOs, in-country collaborators, implementing partners and U.S. government agencies.
- Proven ability to carry out local level advocacy, capacity building and social empowerment initiatives.
- Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.
- Demonstrated leadership qualities including the ability to develop and communicate a common vision among diverse partners.
- Strong interpersonal, communication (verbal and written) and presentation skills.
- Excellent computer skills in Microsoft Office applications including Word, Excel, PowerPoint and Outlook.
- Fluency in English, both written and oral, is required as well as strong public speaking and facilitation skills.
- Proven experience working successfully in a team environment.
- Previous overseas living and/or work experience in one or more developing countries.
- Ability to travel internationally and domestically up to 30%.
Preferred Qualifications
- Experience in gender-integrated programming, design, and implementation.
- Significant experience in designing, implementing, and monitoring USAID-supported health programs.
- Familiarity with U.S. Government regulations, procedures and reporting requirements.
- Proficiency in other language(s) extremely helpful.
