Project Lead – Measuring for Excellence

Position Responsibilities:

This position will spearhead the CAPS Measuring for Excellence (MFE) project.  Although the MFE project will be ongoing, the duration of this particular position is funded for 2 years.  The MFE goal is to provide leadership and assistance to abortion providing affiliates that will allow them to measure, evaluate and improve the quality of their abortion services against metrics established by CAPS in partnership with representatives from Planned Parenthood abortion providers.  The MFE Project Lead will work closely with these affiliates to interpret the results of such measurements and evaluations, offer suggestions for improvement, aid in the implementation of changes aimed at achieving the desired outcomes, and evaluating the results of such changes.

DUTIES AND RESPONSIBILITIES:

Project Lead (PL) position will be responsible for the successful outcome of this project during their tenure with CAPS.  To achieve this goal, PL will work closely with abortion providing affiliates who are currently participating in the Measuring for Excellence (MFE) program, while actively recruiting additional affiliates to participate. PL will provide individualized consultation with affiliates to address areas of concern or poor performance against MFE metrics and assisting affiliates to initiate and effect positive changes.  PL will be responsible for initiating a pilot of all MFE metrics in 5-10 affiliates to determine benchmarks and establish the best practices for implementing MFE nationwide.

PL will analyze affiliate data and give concrete feedback, focusing on areas in need of improvement and encouraging affiliate efforts towards better outcomes.  PL will provide resources, tools and training to affiliates to assist affiliates to measure areas on patient perception of care, productivity, efficiency, employee engagement, patient safety.  This effort will steer affiliates towards ways to measure outcomes in a standardized fashion that allows for comparison and transparency among and between affiliates. PL will be responsible for collecting affiliate data from participants and distributing overall results reports to the group with the goal of increasing transparency, resulting in “healthy competition” and better standardization of practices throughout the federation.

POSITION SCOPE: 

The selected individual will perform activities directly and exclusively related to the assigned project.  They will participate in setting the objectives and priorities of the project, and follow through in accordance with established procedures and within the established PPFA Medical Standards and Guidelines.  They will recommend changes to improve work systems or procedures at affiliates.

PROBLEM-SOLVING: 

Problems that come up in job are somewhat involved and out of the ordinary.  Professional training and experience usually provides the answer needed to solve most problems. Critical thinking is essential.

KNOWLEDGE: 

Duties require a thorough understanding of the current principles, concepts and methodology of quality assurance and improvement and the ability to apply this knowledge in various affiliate settings and service delivery models.  Applicant should have experience with current business and quality improvement practices, particularly as they apply to medical services provision, including staffing and finance.  Must be able to work independently and will be called upon to provide guidance or advice to others. Applicant must be a self-starter with ability to work with little supervision; possess strong team building and leadership skills; organizational, problem solving and planning skills; data analysis skills and possess excellent oral and written communication skills.  Must be detail oriented, with the ability to set priorities and balance multiple demands simultaneously.  Must have track record of leading large organizational change. Must have excellent interpersonal skills, including the ability to lead groups as well as be a team player, always exercising tact and judgment.

FISCAL RESPONSIBILITY: 

Position will have responsibility for maintaining project budget, keeping expenditures in line with budget by making fiscally responsible choices.



Qualifications:

Education:

Medical Degree (advanced practice clinician, physician or RN), or an MPH, MBA or other related advanced degree with extensive knowledge of healthcare and quality improvement. A solid business background in addition to medical/public health training is strongly preferred. Abortion knowledge is preferred.

Years of Experience: Minimum of 5 years experience in the health care quality improvement field.
Type of Experience:  Experience in health care quality improvement required.  Candidate should possess demonstrated ability to initiate change within all levels of an organization.  Former or current Planned Parenthood experience/employment a plus.

Other skills/knowledge:

Must be computer savvy, with excellent MS Office skills including; Power Point, Word, Excel, etc.  Knowledge of diverse groups, working with a multicultural workforce, and sensitivity and appreciation to cultural differences is required.
