Description of Organization:
The Georgetown University Institute for Reproductive Health (IRH) addresses global reproductive health and family planning issues through a research-to-practice agenda. Our emphasis is on fertility awareness-based methods of family planning; strategies for developing equitable gender norms for youth; and improving the quality of HIV/AIDS services by reducing stigma and discrimination. Cross-cutting themes in the Institute¡¦s work include network and system strengthening, scale up of innovations and incorporating gender perspectives in reproductive health. The Institute partners with a wide range of organizations both globally and in the countries in which we work, conducts research, builds capacity, and provides technical assistance to public and private-sector organizations in lower and middle-income countries and the U.S.

Position Responsibilities:

IRH is expanding its work to make fertility awareness information and fertility awareness-based methods of family planning available directly to consumers through several technologies including social media and mobile phones. A key example is CycleTel™, is a mobile health (mHealth) innovation developed and tested by the Institute. The service supports use of the Standard Days Method® (SDM) of family planning via SMS messages, bringing family planning directly to women who have access to mobile phones. IRH is currently testing a voice version of the service to reach lower-literacy populations. In addition, applications for smart phones to support SDM use have been developed and are ready for adaptation and testing in appropriate developing country settings. A number of social media approaches for information dissemination and consumer communication are being considered.

The Program Officer (PO) manages all aspects of CycleTel, including product development and testing, business development to bring the innovation to market in India and other markets, and collaboration with the mHealth community. The PO also takes a lead role in all IRH¡¦s other mHealth and social media activities.

Essential functions

  • Manage or coordinate all aspects of New Product Development, including but not limited to product design and testing, technology development and adaptation, market research, marketing analysis, intellectual property rights, licensing and expanding into new markets. This will involve working with different IRH teams including Research, Monitoring and Evaluation Team for technical and content inputs;
  • Business development and fundraising;
  • Manage partner relations with organizations such as technology firms and research agencies;
  • Manage the CycleTel initiative in India and other countries with the support of IRH field staff;
  • Participate in additional IRH initiatives in mHealth and social media with the opportunity to lead these initiatives;
  • Participate in the USAID Interagency mHealth Working Group and select other forums for mHealth;
  • Prepare/Contribute to peer review articles, reports and other publications about CycleTel; and
  • Represent IRH at meetings and conferences.



  • Master¡¦s degree in public health, business administration, public administration, social sciences, communications or international development required
  • Knowledge of international development, with specific knowledge of women¡¦s health/reproductive issues in developing country settings desirable


  • 3-5 years of experience working on new product development in the social service, non-profit or private sector required
  • 3-5 years of project management experience
  • At least one year of brand management experience„h Experience working in emerging markets preferred
  • Familiarity with USAID programs and the international donor community


  • In depth knowledge or experience in mobile health, the telecommunications industry required
  • Understanding of family planning preferred
  • Proficiency in spoken and written French or Spanish preferred
  • Ability to coordinate and handle multiple priorities
  • Demonstrated success in building strong professional relationships and networks that facilitate IRH strategic objectives
  • Budgeting and program management skills required
  • Excellent verbal, written, presentation and interpersonal skills
  • Self-starter with excellent organizational skills and attention to detail; ability to multi-task
  • Ability to operate comfortably in a multi-cultural work environment
  • Ability to work effectively in a fast pace team environment and with technical and administrative staff and partners
  • Demonstrated success in building strong professional relationships and networks that facilitate IRH strategic objectives
  • Skilled in Microsoft Office applications required


  • Travel to domestic and international locations up to 35% of time may be necessary
