Description of Organization:
Planned Parenthood Mar Monte (PPMM) offers an exceptional opportunity for a talented, experienced, mission-driven leader with the opening of its Chief Operating Officer (COO) position. The COO is responsible for the delivery of health care to over 250,000 individuals annually in 35 licensed community health centers, sexual health education throughout our service area in school and community settings, and supporting billing and contracting services in mid-California and Northern Nevada at a time of significant transition in health care delivery. An affiliate of Planned Parenthood federation of America, PPMM has a $100,000,000 annual budget and serves an additional 100,000 people through its education, youth development and community outreach services. Our headquarters is located in San Jose, California, which offers 300 sunny days a year in the heart of Silicon Valley. Our new COO will be someone who has at least five years experience as the head of service delivery for a large, multi-site health care organization; has supervised professional and medical staff for at least ten years; has a broad and deep understanding of the evolving health care delivery and financing environment; enjoys working in a fast-paced, rapidly changing setting; and is deeply committed to community medicine and access to health care for all.

Position Responsibilities:

Position Summary:
Responsible for the management and leadership of services and related billing and contracting functions including planning, development, implementation, expansion, monitoring, evaluation and financial stability; participates as a member of the affiliate management team.

Essential Duties

  • Ensures the planning, development, implementation, expansion, monitoring and evaluation of services, programs and projects.
  • Ensures the effective recruitment, selection, training, development, supervision, and evaluation of department staff.
  • Ensures the effective, fiscally-solvent delivery of PPMM medical, education and youth development services and related functions with emphasis on high quality, productivity and customer satisfaction.
  • Ensures the development of the department and functional area budgets in consultation with the Chief Financial Officer, administers the board-approved budget, and monitors and analyzes financial and statistical data, holding staff accountable for results.
  • Ensures the accomplishment of Services, billing and contracting objectives in the affiliate operating plan.
  • Ensures that Services, billing and contracting systems and procedures are continuously monitored, evaluated, refined and improved.
  • Ensures, in cooperation with the Chief Medical Officer, health service compliance with legal, contractual, ethical and regulatory standards and requirements of the Planned Parenthood Federation of America and federal, state and county laws, regulations, funding sources and licensing agencies.
  • Ensures sufficient revenue for sustained delivery of medical, education and youth development services through reimbursement for services, government and foundation grants and other funding sources as needed.
  • Ensures that PPMM is consistently and positively represented in all related community and funder venues throughout the affiliate service area, including personal participation as appropriate.
  • Ensures departmental adherence to affiliate policies, procedures and practices.

Non-Essential Duties

  • Ensures that PPMM services and related functions are represented effectively in PPAC and PPFA constituency groups, task forces and joint ventures at the state, regional and national levels.
  • Handles special projects and performs other duties as requested.


Qualifications:
  • Masters Degree in Public Health, Public or Business Administration or related field.
  • Minimum of five years experience in medical setting at the division head level including systems analysis and strategic and operational planning.
  • Minimum of ten years experience supervising professional and medical staff.
  • Broad knowledge of the current health care environment
  • Experience working successfully with diverse communities
  • Skills in strategic, financial and program planning and implementation
  • Understanding of the principles and practices of education, counseling and youth development.
  • Excellent written and oral presentation skills
  • Exposure to health insurance contracting and billing
