About California Family Health Council

CFHC champions and promotes quality sexual and reproductive health care for all. CFHC accomplishes its mission through an umbrella of programs and services including public policy, research, education and community health initiatives that help ensure access to health care for millions of individuals.

As the administrator of the largest Title X federal family planning program in the country, CFHC partners with a diverse Title X provider network that collectively serves more than one million individuals annually in 43 of California’s 58 counties. Through the Title X program, CFHC funds family planning and reproductive health services, education and outreach for low-income and uninsured clients at 77 health care agencies with 336 clinic sites. In addition, CFHC has a nationally recognized training arm that provides comprehensive training and technical assistance in the areas of client education, cultural and linguistic competency, and sexual and reproductive health care to health professionals in California and across the United States.



Position Responsibilities:

About the opportunity

CFHC is searching for a dynamic leader to become Chief Operating Officer (COO). The COO will be responsible for managing all operational aspects of the organization and directing all of CFHC’s training and community health programs. With a program budget of more than $20 million and a staff of 30,
the COO will be responsible for enhancing and growing current programs to ensure there is “no wrong
door” for accessing quality sexual and reproductive health care in a changing health care delivery system.

JOB DESCRIPTION

Leadership

  • Participate in the Senior Leadership Team that drives the development and implementation of CFHC’s strategic goals promoting quality sexual and reproductive health care for all
  • Oversee the following CFHC divisions: Information Technology, Human Resources, Contracts Administration, Clinical and Community Health Programs, and Training.
  • Oversee day-to-day operations of CFHC, including the development and implementation of systems designed to accommodate the rapid growth and strategic goals of the organization.
  • Provide high-level guidance/program reports to President/CEO and others on CFHC’s strategic goals and program-related action items to ensure grant conditions are met.
  • Hire, train, develop and evaluate department staff in CFHC’s Berkeley and Los Angeles offices.

Programs

  • Direct strategic planning, program development and management of all community health programs and partnerships including the Title X Family Planning Program, HIV Integration Program, and the Infertility Prevention Project.
  • Direct the development, implementation and growth of CFHC training programs for local, statewide and national training customers.

Community Relations

  • Develop, maintain and advance relationships with local, state and national partners to improve access to quality sexual and reproductive health care in diverse health care settings.
  • Represent CFHC on local, state and national coalitions and task forces.

Fund Development

  • Work with Director of Fund Development to maintain and/or grow current funding sources and develop new grant strategies for existing and future programs.
  • Develop plans for new cross-organization programs and services that create revenue and funding streams
  • Serve as program liaison to local, state and federal government entities and foundations that fund CFHC’s training programs and community health initiatives.
  • Perform other duties as assigned.


Qualifications:

QUALIFICATIONS

Must Have

  • Minimum of eight years in a senior leadership role directing others, with work experience in program development, implementation, and management as well as human resources, information technology and contracts administration
  • Excellent communication, presentation and organizational skills.
  • Ability to multitask and work well under pressure to meet deadlines.
  • Proven track record of leading programmatic growth and impact.

Preferred

  • Experience with sexual and reproductive healthcare and thorough understanding of community-based health care, health care reform and knowledge of local and regional markets
  • Ability to work independently with excellent attention to detail
  • Solid business operations, budgeting and government funding experience.
  • Demonstrated ability to interact effectively at all levels internally and externally and across diverse cultures.
  • Ability to travel approximately 25% of time within and outside of California.
  • Ability to have a flexible work schedule (including extended hours and weekends).
  • Masters Degree in Public Health, Public Administration, Business Administration or equivalent.
  • CFHC is a statewide organization with offices in Berkeley and Los Angeles. The COO will be based in the Los Angeles office.
